How do I pursue refund from travel agent ???????

Hi everyone
I booked a package holiday (atol protected ) booked with jet 2 via a travel agent. Holiday has been confirmed as cancelled by jet 2, but travel agent will not give me refund, and say I must take an alternative holiday which I don't want.. I want refund, they say no.... What can I do ???? Even Simon Calder says lots of travel agents are trying this, but really who do I speak too, to get these people to refund me ??? Thank you
