EUROSTAR ONLY ISSUING VOUCHERS FOR FUTURE TRAVEL - CAN WE GET A REFUND?

My younger daughter had planned my elder daughter's Hen weekend for Paris over Easter, which due to the current lock down in France, though only for 15 days, is unlikely to be able to go ahead. Younger daughter has contacted Eurostar who say they are still operating and will only provide vouchers for future travel.
As we are being told to restrict non essential travel and the fact France is on lock down, can they do this or can we demand a refund?
Any assistance greatly received.

If the service is still available, yes they can. If Eurostar eventually cancel the train she's booked on, she'd be entitled to a full refund.1

if the train is not cancelled then she could look to see if travel insurance covers1
