Asbestos loft pipe

We recently had our survey back with the only major concern was possible asbestos on the pipe lagging in the loft, my dad is of the opinion we should pull out as he reckons it will be a big expensive job of pulling down plaster etc. I'm more of the opinion of getting it looked and trying to renegotiate with the seller. If anyone has any advice it would be much appreciated.

    "Possible asbestos"?

If you don't know for certain, you are not in a strong position to negotiate. In any case if not disturbed, it will not be a problem.
If you are querying your Council Tax band would you please state whether you are in England, Scotland or Wales

Getting it tested next week, only problem is there is no insulation in the loft at the moment and it's right next to the bathroom ceiling which will need replastering soon.

What actually is the purpose of the pipe?

Why does the bathroom ceiling need re-plastering and what other problems are there?

How would re-plastering the bathroom disturb this pipe?

It does look a mess and it looks like it travels through the loft in 2 directions? Is it active or redundant?
