How to use a foot pedal with VLC in W10 to transcribe??

Morning all,
Can any of the Windows experts suggest a way to get this setup working?

My wife's working from home and has to transcribe some info into Word.  She has the foot pedal that she uses at work and I've installed some software called 'pedablesetup' that lets me map keys to the pedals. Which is working fine with VLC.
The problem comes when Words running as well, as that's the active software the pedals just enter their keyboard shortcuts into that rather than controlling VLC.
I can't find a way of getting W10 to just map the pedals to VCL when it's in the background?  Is there a simple way to do this, or is it just not gong to work this way?

    i'm not familiar with the pedal software, how does it work? Does it just assign the pedal function to a keybind on your keyboard?

    If so, you may be able to use something lke AutoHotKey to make that keybind only work in VLC. I use AutoHotkey for other things, and it works when the window is not active.

    Yes, the pedal s/w just assigns a keyboard action to one of the 3 pedals. So one is pause (space bar), one is jump back 10 seconds Alt left arrow), the last is jump forward 10 seconds (Alt, right arrow).
    I'll go take a look at AutoHotkey, many thanks. . .
