ebookers refusing refund on Spain hotels

From what I've read on other threads, it sounds like a s75 credit card claim might be difficult in this situation but wanted to check if anybody had experience with ebookers/Expedia (who ebookers are part of) for a refund.
I have two hotels in Spain booked through ebookers for late March / early April. The reservations are non-refundable but as the Spanish government has ordered the closure of all hotels from 24th March, the hotels would clearly be unable to honour my reservation. ebookers have a list of countries on their website for which hotels have become refundable; strangely Spain isn't one of them. So according to the latest text on their website, they wouldn't be offering me a refund.
I have also contacted the two hotels directly. One has replied to tell me that I am only eligible to rebook as my booking is non-refundable (even though they can't honour it); the other has seemingly closed already as it is impossible to get through to them.
Noticed that ebookers also have the following section in their booking T&Cs:
It is possible that, from time to time, for various reasons (for example a property is overbooked due to connectivity issues with the property or a property is closed due to a hurricane) a booking is cancelled or amended by the Third Party Provider of the accommodation or Expedia. Should such events occur, Expedia will make all reasonable efforts to notify the Customer of this as soon as possible and where possible will offer alternative accommodation in a property in at least the same star classification with similar services. If this offer is not taken by the Customer, Expedia will ensure that all monies paid in respect of the booking are refunded. If appropriate, for example where a technical issue on the part of Expedia has caused a booking to be cancelled or amended and such cancellation or amendment directly causes loss to the Customer, Expedia will also pay reasonable compensation to the Customer.
Anyway, just wanted to see if anybody else was in a similar situation and had had any luck? Cheers.

            @hammond_cheese did you have any luck in the end? I am now in the same position. My hotel in Italy is closed, ebookers are refusing to give me a refund. They will only give me a voucher for that specific property with a 12 month expiry.0

 Might be wise to go to your card company if you get no joy from them.
