Teletext and the TTA

I have a stag that is booked for the 16th of April, the final day that includes the 30 day advice of no travel from the FCO.
The holiday itself is a Multi-contract holiday and based on their own terms (11.2) it says "in the event of a unavoidable situation ie 'danger to health' we shall provide a full refund. This will only be applicable if the FCO advises against travel"
However after speaking with them they are refusing to provide this refund. they are only providing an alternative option based on the their advice from the TTA. I spoke with the TTA and the person I spoke with Lucy was very so surprised when I todl her this term she asked for me to email her this and call me back. When Lucy called, she advised that this was at Teletexts discretion... This cannot be correct, keen to hear peoples views.
