Travel agent refund

Hi looking for some help, I was due to travel to Dominican republic on the 30/3, I've been emailing teletext holidays now from the start of the Covid 19 outbreak for advice and information, they have maintained that our holiday would still be going ahead. I asked them how when the Dominican Government has said no flights in/out and no reply. Tonight I finally get a reply which isn't offering a refund. Where do I stand with a refund the hotel is closing from tomorrow as well.
