July holiday

My daughter and her friends have booked to go to majorca in July 2020.they have only paid deposit of £700 the remaining £3000 must be paid in April. I personally don't think in the current climate that holiday will happen. They have booked through an independent agent but it is a jet2 holiday. The travel agent says they must pay the balance or lose the £700. They have said the holiday will prob not happen but they will give them a credit to use the following year. Why would we pay for something we are not going to get and if the independent agent goes bust what is their rights. And are they entitled to their £700.
