Bags over number plates

Okay I know this is a council question but it's more general so just wondered whether anyone had any thoughts/views
On my way home I saw a car parked on yellow lines on a notoriously awkward corner. Basically you block the view of anyone turning on to a one way street. I'd be more than happy to see someone ticketed there. The car had a Sainsbury's bag hanging over the back number plate. Bizarrely the front number plate was not covered although the car was parked quite close to a legally parked one. My best guess was that they had driven out of a supermarket and left the bag on. But, I suppose they could have thought it would deter a parking warden
Very tempting just to lift it off!
Could a warden have done so to take a picture?

Very soon I think that parking problems will become the least of our worries. Councils will be struggling to look after those in care homes and bury the dead. We will not need Traffic Wardens, nobody wlll have any petrol.You never know how far you can go until you go too far.0

minor offence "failure to display" , often used by people who leave bike racks etc on back of cars with imunity to speed cameras1

Sometimes, I have noticed a piece of cardboard covering my rear number plate just after I pass ANPR cameras on private land, causing me to stop and remove it before joining the road.
