Is Jersey “Overseas” from the UK?

Is Jersey considered to be “overseas” in the context of the FCO advice not to travel?

When you search for Jersey on the FCO Travel Advice page, it gives no results. https://www.gov.uk/foreign-travel-advice I'd guess that means it is not considered overseas by them.
Jersey Government have their own advice which advises against all but essential travel to or from the island. They are not considering UK overseas though
