WARNING No refunds only vouchers JET2

Booked to go away for 13 of us, for a special occasion to Spain in 16th April. Jet 2 have now cancelled all flights, but get this..
According to my travel agent there is a new rule in place that all travel companies are now offering a voucher to rebook the holiday, no refunds are given.
Now looking at Jet 2 Website it says if they cancel you can rebook or get a refund, but my travel agent is insistent that this is the new rule across the industry.
Why would 13 of us want to rebook when we were visiting a friend for a special birthday. vouchers are no good so we would like a refund. Spoke to insurance who said complain through ATOL on your certificate, but travel agent is still saying that we wont be successful.
Anyone else had this?

I have a similar problem with flights booked through lastminute. Voucher for one year. But surly if you can't or don't want to travel in that time then you should be able to claim on your insurance. Why are insurers passing people on to agents to get a voucher. I understand if it was a refund but as its a voucher I think the insurer is the one who should pay out.0

My daughter is having the same issue with STA travel. She booked flights through them to Vietnam flying with Qatar. Although her confirmation paperwork states the cancellation policy, refund minus £250 charge, STA say that Quatar will only offer vouchers. Surely the cancellation policy agreed to at the time of purchase should be followed?0
