Virgin refusing to refund

Just got off the phone with Virgin Holidays about our Vegas trip scheduled for 5th April.
No refund, only the option to change booking or defer for 12 months... this despite their T&C's clearly stating that a refund was available if they were unable to deliver any party of the holiday!!
They're saying to claim on our travel insurance, which means they keep the money for our trip and we have to pay any insurance excesses!
That's almost fraud and why should insurance companies bear the brunt???
Any ideas?
This is the section they're referencing, which refers to "after departure", so shouldn't apply at all!!!
10.7. Very rarely, we may be forced by unavoidable or extraordinary circumstances to change or terminate your arrangements after departure. If this situation does occur, we regret we will be unable to make any refunds (unless we obtain any from our suppliers), pay you compensation or meet any costs or expenses you incur as a result.
Just seems to me that they're trying to keep hold of as much money as possible and offload their responsibilities to the travel insurance companies......

The clause 10.7 you have posted talks about changes or termination after departure - you haven't departed yet so this does not apply?0
