If you suspect tenant is claiming housing benefit but not paying rent should you report it to the benefit hotline?A ccj (County Court Judgement) is awarded by... the County Court.You can make a claim via moneyclaim online yourself, or pay a solicitor, but note that solicitor's fees canNOT be claimed back.Assuming you win, the court makes a ccj.But the ccj only becomes public knowledge eg via credit reference agencies if the person fails to pay within 30 days of the court decision.As previously explained, it is NOT an offense not to pay rent, so reporting to the benefit hotline is pointless.

With arrears it is always best to inform the tenant in writing that they exist, how much, and how it's been calculated.
