UK Hotel Cancellation - Hotels.com

Hi!
I have an expensive hotel room booked for two nights this Sunday in Edinburgh, which was booked via hotels.com. Based on the government's advice of avoiding unnecessary travel and that the schools, museums, and art galleries in Edinburgh are closed, for the last few days I've tried around 15 times to contact hotels.com in order to rearrange my travel for a future date. Each time I'm told that there is a long wait and after somewhere between 20-30 mins I get cut off! I've also tried to contact them via chat, but each time I get the message that no agents are available.
Does anyone know what my rights are if I can't contact hotels.com before Sunday? I've spoken with the hotel and they said they would be willing to rebook me but they can only do this via hotels.com since the original hotel booking was non changable . I've also spoken with Amex but they said they could only raise a despute but they didn't seem very positive.
Any suggestions or ideas would be appreciated

If you can't rearrange it, then your rights are to either go or to cancel the booking.0

Yes, I'm happy to rearrange it for say six months time but where do I stand if I cannot contact Hotels.com? I can't find an email address to explain the situation....0

As above. If it can't be rearranged, you have the two options I outlined.
You would have to out in a complaint afterwards and hope for some goodwill.
