Destination2 holding us as hostages

Destination2 travel company refusing to give a refund for our package holiday to Dominican rep. Due to corona virus the flight which was with tui got cancelled and the fco site advises against travelling do Dominican rep. Yet destination2 refusing to give a refund. They say they keep our money and we can book something else in the future with them. They purposely not cancelling the holiday and not sending any evidence of it not happening. 
Travel insurance saying the holiday must be cancelled otherwise we cant claim. 
Bank saying i can iNitiate a charge back as the holiday is atol protected which only applies in case of destination2 going bankrupt.
Can somebody please help?
