Refund rights - Holiday parks

I have a holiday booked with John Fowlers holiday park for end of April. They are currently open as usual and their stance on coronavirus is:
"If you are due to arrive before 30th April and wish to change your dates, we are offering you the chance to do so up to 48 hours prior to your arrival. We will waive the usual administration fee, but you will be required to pay any difference in the value of the holiday. Should the new date be cheaper, we will refund the difference"
They are have also said they will not be giving out refund even if they are forced to close.
Can they do that? What are my rights? It doesn't seem right my only options are to lose my money or potentially pay more (which is likely as there isn't any suitable dates that are the same price)
Can anyone help or point in the right direction for help?
