Butlin’s (Bourne Leisure) cancellation refunds

Butlins has, due to the current Covid 19 situation, closed all holiday camps for two weeks as from 20/03/2020 to 16/04/2020. From what I’ve seen so far they are only allowing those currently affected to rebook and not offer full refunds as it stated it the T&Cs. I’m just wondering if they can do this with the current advice and guidance from the government as those who booked for the those dates and those in the future if they remain closed booked under the small print at the time which you enter a contract with them.
