Scottish Power door to door

Had a guy at the door today from Scottish Power 'checking if you've heard about the new tariff'. He realised our charges had gone up three times recently and had been sent out to 'catch up' a few households in the area to make sure they weren't still on the expensive tariff. Intrigued I invited him in, but realised when he had looked at my gas and electric bills he was in fact doing a presentation about supplier switching. (Yes, I'm slow on the uptake!) I said this to him, and said that if I wanted to switch suppliers I'd do it myself and he was almost tripping over himself to get out the door.
He was on the borderline of pretending to be someone 'official' from one's existing supplier just trying to rectify and error, and I'm sure could be effective with many people especially elderly people who still think of the 'Gas Board'. He didn't tell any outright lies but the whole skew of the performance was distasteful and I thought this kind of thing had been reined in. Where should one complain about it?
