BA Voucher offer for flight, hotel & transfer booking

My family and I are due to travel to Portugal in the Easter holidays. We have booked altogether the flights, all inclusive hotel and airport transfers. BA are offering a voucher for the booking, as it's before 31st May, however in the T&Cs section for Holidays it says "If your holiday includes a non-changeable hotel and/or experience product and you wish to make a date change or apply for a voucher, the value of your original flights will be credited towards this. The amount paid for your original non-changeable hotel and/or experience reservation will be forfeited."

How do I know if the hotel and airport transfers part of the booking are non-changeable? I have read everything and can't see anyway where it says either way. I don't want to apply for the voucher, and only get the flight cost back, as the All in hotel is the most expensive part. I expect BA will be cancelling the holiday anyway under the new gov guidelines on travel for the next 30 days, so am I better off waiting for that? Does anyone know at what point they are cancelling (how close to departure date)?

    Similar situation with Emirates for flights. We are going to sit tight for a few days see if they are forced to cancel, as if they do its full refund. 
    A voucher would also be worthless if not used and the company goes bankrupt.

    BA is trying to avoid refunding everyone at present and only offering vouchers against future travel. The industry is trying to put pressure on them to change, I would wait at the moment and see if things improve in relation to their attitude
