Emirates ignoring our FCO advice and refusing full refund.

Hello,
We are booked to fly from Glasgow to Cebu, Philippes on the 4th April.
Since Saturday 14th, the FCO have advised against all but essential travel to the Philippines who are placing all foreign arrivals into quarantine. 
I have managed to speak to Emirates 3 time in the last three days and they insist that I will incur hefty cancellation fees as the flight is going ahead and they can see no restrictions on the IATA Travel Centre website that they use. 
This IATA is either not up to date, favouring Emirates or simply don’t recognise our FCO authorities. I am beginning to wonder if the IATA will ever update. 
I booked direct with Emirates.com
Where do I stand regarding a full refund? Do Emirates adhere to UK law? Thanks

    If the flight is still operating then I don’t think the airline is obliged to offer you a refund.

    Some airlines are however offering vouchers or travel waivers.

    If you are unable to travel because of an FCO travel advisory then you need to a speak with your travel insurer to see if a claim is possible.
