Rebook vs cancellation vs insurance claim

What's the right order of events in this scenario?
Our accommodation has been "postponed" by our provider (Pierre et Vacances) due to the closure of ski resorts and French restrictions.  They are offering rebook facility for up to 18 months into the future.
Subsequently all travel to France has now been prohibited by FCO.
Our insurance policy covers "a government directive prohibiting all travel to the country or area you were planning to visit, as a result of a natural disaster (e.g.earthquake, fire, flood, hurricane or epidemic);"
So, assuming the insurers are still in business by the time our claims go in, what is the correct order of events?
Pursue Pierre et Vacances to honour their contract by providing a full refund?
Directly cancel the booking and then make an insurance claim based on the FCO advice?
Make the insurance claim whilst the offer of rebooking is still valid?
Fundamentally, if a provider has offered a rebook when in fact they really should be offering a full refund, do you make an insurance claim in advance of harranguing the provider (as they may not have enough cash to pay out refunds)?
