Travel agent says no refund

I booked a flight and accommodation to travel to New York on the 8/4/20. Obviously I can not now travel due to ban. I asked travel agent about refund but was told only option was rebook at a later date. I don’t want to do that. I paid holiday in full on my credit card on 30/12/19 and I have travel insurance with Nationwide. Is the travel agent being reasonable as I was told the Americans aren’t doing refunds. All help appreciated.

This may come down to the type of arrangements book and how.
If you have an ATOL certificate look at the details on it to see what type of arrangement you have and with whom. It might say single or multiple contract for example.
