How to claim trav insurance if airline offering 'Cancel with Credit on File'

We were meant to fly to Canada with Air Transat in a few weeks. FCO means we can't. 
We have travel insurance with Insure and Go, but they need a document to show cancellation. However, Air Transat are only offering for us to rebook or to 'Cancel with Credit on File'. 
I can't get through to anyone. Is it best to try and claim with a note about not being able to cancel? To cancel with credit on file and then claim via insurance? 
Not sure what to do.

I think I'd hold on for a bit. With the FCO advice they are likely to be cancelling a lot of flights, as it's likely that only Canadian residents will still be travelling which is unlikely to be enough to cover a full flight schedule - if your flight is one of them then you can just get a refund from the airline.
