Tour Operator Will Not Refund Money

Our tour company rang on Monday to say that our forthcoming tour of Morocco was cancelled as the FCO advised against all but essential travel. They will give us vouchers or we can rebook for a future date but they refuse to refund our money despite their terms & conditions stating specifically that this would be one of the options offered in the event that they cancel our holiday. Really? Can they do this? They say that our insurance company should be our first port of call.
