Non-essential travel only: Flight refund or travel insurance

Now that the government has advised against all non-essential international travel, insurance policies for plane tickets will presumably kick in. Am I right in thinking that I should first wait and see if the flight is cancelled, as that way I will get a full refund, and only if the flight departs should I fall back onto my travel insurance which carries an excess?
