Depends what discount you are meaning ? Unless they're 18 or over then the only council tax discount would be means tested and via council tax reduction.
I no longer work in Council Tax Recovery but instead work as a specialist Council Tax paralegal assisting landlords and Council Tax payers with council tax disputes and valuation tribunals. My views are my own reading of the law and you should always check with the local authority in question.

If the child uses a wheelchair indoors, or needs a separate bathroom, kitchen, or therapy room, your council should reduce your council tax to equal the band below. You would have to prove the date that this is from.

My council only give discount on council tax if property is modified, e.g. to acconodate a disabled person in a wheelchair. You may have to wait to make your claim. My council are not processing any but emergency calls at present.
