Travelling to Thailand

I am due to be travelling to Thailand in 2 weeks time, for the duration of 2 weeks, which my partner and I have had booked since July. We paid for the holiday on a credit card and bought travel insurance as soon as we booked the holiday.  The FCO hasn’t advised that we cannot travel to Thailand but have stated that we will have to self isolate in our hotel accommodation for 14 days, which is the whole of our holiday. I have contacted my insurance to try and cancel our holiday but they have informed us that we will not receive our money back unless the FCO state we cannot travel. I have also contacted my travel agent who has stated we can delay our holiday but we would just like our money back as we do not know when this will all be solved. 
Please can I have advice as soon as possible.
