Please help I’m in a terrible mess
I paid for a tour of Japan for me and hubby costing £4200. Travel company have cancelled it (and all of their other tours worldwide) claiming force majeure due to the virus. As there is nothing currently restricting travel to or around Japan I have disputed there being a force majeure and said it is there decision to cancel. They have only offered me a voucher and not a full refund.

I spoke to American Express (used the Amex to book) and they said they ‘could consider dispute’ it tour company haven’t refunded by the date we were meant to travel. Could this dispute be declined because the tour company have a wider interpretation of ‘force majeure’. I know legally whether it is a force majeure isn’t established. I’m just sure the company is going to go bust. Would Amex still pay out if the tour company go under?
I feel sick and I can’t sleep. It’s our life savings and a once in a life time trip. I feel so stupid for not knowing more.

If they can't provide the service, you'll get a refund. And if they don't, both chargeback and section 75 would be options.

If it is a package holiday and it sounds from your description as though it might be then you are also protected by ATOL

If they go bust. Any refund comes from their merchant bank. So that is not a issue.
Don't know when you are going of just where to in Japan but:
The northern island of Hokkaido issued a ‘declaration of state of emergency on 28 February lasting until 19 March. Of course this may be extended.
