HomeAway villa booked in Florida in April - claiming for refund rather than rebook

We've booked a villa in Florida through HomeAway website for the beginning of April (paid in full) which is obviously during the travel ban to the US. The agent who manages the villa has offered to reschedule but as we don't know whether they will still be in business later this year, we want to cancel and have a refund which they are refusing. In this case, even if they have offered reschedule, can we still cancel and claim through travel insurance?
