Will event tickets be refunded for elderly people with underlying issues?

My mother and aunt (90 and 92 years old) booked tickets last year for a show this Friday (not currently cancelled but may yet happen). They both have underlying health issues and have taken the decision they should not now go. This would also involve public transport, eating out and booking hotel accommodation. I contacted the venue who referred me to Booking Protect the private company with whom we took out insurance on the purchase of the tickets. There is no way to contact them to discuss this only an online refund form asking for medical certificates to be downloaded. Do they really have to contact their doctors and then pick up letters from the surgery? They also have no way then of scanning these for onward transmission.

As it is their decision not to go insurance is unlikely to cover them.
If/when it is cancelled then they should get a refund.
