Free Car Tax on Enhanced PIP

I am trying to tax a car, the owner, my husband has just been awarded the enhanced rate of PIP and so is entitled to the free tax. I wondered if there is anyone on here that can advise about what you need to take to the post office when applying for the free tax for the first time as Im having problems.
I have been trying to get through to a PIP advisor for over an hour after speaking to the DVLA who could not answer my query so wondered if anyone on here knows the answer.
When he was on DLA he had a letter from them which said CERTIFICATE OF ENTITLEMENT TO DLA and confirmed that he was eligible for a free tax disc.
Now his PIP paperwork just says he is awarded the enhanced rate but it is just the general letter, it is not a separate certificate as was provided when on DLA.
The post office are refusing to accept this as proof and when I rang the DVLA they were unsure as to if the post office should accept it and advised me to ring PIP which is taking forever to get through.

Thank you for the reply but hence the confusion.
It also says on that link that if its the first time for the exemption you have to do it at the Post Office. When I rang the DVLA they confirmed this but couldn't tell me if the paperwork my husband had (which did not say Certificate of Entitlement) would be accepted by the Post Office.
The Post Office had already refused to accept it.
Then I found another link which said that if your award letter state 'enhanced' and had the date it was valid till written on then that was all you need. So, back to the PO with a print off from the link, still not accepted. So Ive since been to a different PO who have done it without a problem and have sent the V5 'Change of Class' off to the DVLA.
