How can one credit agency be so wrong to the others? I currently remortgaged at my property so it must not of been a problem when it came to the credit check.

Because they didn't upload the data, or it wasn't provided, or it's become corrupt, or it was applied to the wrong account...

Would it best I first confirm with my local council and then contact Transunion

You could do both, but I would start with Transunion.  The council will probably struggle to help.

Does me requesting my report from transunion hurt my credit report like for a hard search?

No.  A 'hard' search is only for credit applications.  When you request access to your credit file, it is recorded as a 'soft' search only.  :)
