Euro Car Parks Leased Van

Hi Guys

Just wondering if anyone can help, my dad parked in a euro car parks in Bath. It's a 2 hr max stay and he over stayed by 4 minutes. He has just received a PCN asking for £70 or £40 if paid earlier. The van is a works van and is owned by Arval. There is no picture of him in the van just his reg plate. He is a registered keeper of the van. Not sure if it makes any difference but the company insurance allows all employees to drive each others vans. Would anyone be able to advise of course of action as we really aren't to savvy on parking tickets.

Any help would be much appreciated, thanks

    It is all exlained in the newbies threads at the top of the index page  Also read the ATA's code of pracitce wrt grace periods

    Nine times out of ten these tickets are scams, so consider complaining to your MP, it can cause the scammer extra costs and work, and has been known to get the charge cancelled.

    Parliament is well aware of the MO of these private parking companies, many of whom are former clampers, and on 15th March 2019 a Bill was enacted to curb the excesses of these shysters. Codes of Practice are being drawn up, an independent appeals service will be set up, and access to the DVLA's date base more rigorously policed, persistent offenders denied access to the DVLA database and unable to operate.

    Hopefully life will become impossible for the worst of these scammers, but until this is done you should still complain to your MP, citing the new legislation.

    Just as the clampers were finally closed down, so hopefully will many of these Private Parking Companies.

    You might want to redact the VRM from the picture you have posted before posting it again.  If you have read/are reading the NEWBIE sticky as directed by DP, you will see that a retailer cancellation is the best shot across the bows.

    He is not the registered keeper , Arval is , the words in that letter tell you both that the registered keeper named the actual keeper , the hirer or lessee , your dad

    He appeals as a lessee or hirer keeper as detailed in the newbies FAQ sticky thread near the top of the forum , following the advice by Edna Basher at the bottom of the first post

    No blabbing about who was driving

    He should complain to the BPA regarding the lack of grace periods , as a Keeper complaint , after he downloads and reads clause 13 of the BPA CoP

    Very strange for an nth for only 4 minutes of an overstay , nothing like the BPA CoP allowance

    Key thing is that this involves a hired vehicle, as Redx says.  Scroll down the Newbies' thread till you find this little section:  

    COMPANY, LEASE OR HIRE CARS ANYWHERE IN THE UK

    And then search this forum for other hire vehicle cases at the POPLA stage, preferably involving ECP.  They'll help put you in the picture as to why the PoFA schedule 4, paras 13 & 14 can be so very helpful.   

    Please cover the VRN in your image or delete the image, why give the scammers all this info. on a plate?  They do sometimes lurk here.
