Travel Agent or Insurance Company?

Fourth Anniversary Name Dropper First Post
So, through Travelbag (ABTA & ATOL certificated), I have a holiday to Singapore>>Vietnam>>Thailand>>Home. (Departing 4th April 2020).
FCO are now advising against travel to Vietnam (with Singapore & Thailand sure to follow).
So, we know we are not going, but who should I be looking to for a refund?
Travelbag are telling me it's my insurance companies problem, and my Insurance Company (Nationwide FlexPlus) are telling me it's down to my Travel Agent.
Should it be the same as retail, where my contract would be with Travelbag?
Appreciate any advice.
