My fixed energy deal has an end date of tomorrow. So is the last day I get charged the fixed tariff rates today or tomorrow?

Should be on the end date of the contract, so if, say, the contract is supposed to end 16th March 2020 then you would be charged your contract rate until a specified time on that date.
If no time is specified then it would be midnight on that date.
You are now able to switch without penalty if you want.
If you don't do anything then you will automatically be put on your supplier's standard tarif which usually means the most expensive one.0 -
So midnight which would be in 5 or so hours

I would say tomorrow, since it would be illogical to have an end date which isn't included. In comparison, one of my tariffs is called February 2021 v2 with an end date of 28/02/2021. It would be bonkers for such a tariff to end on27th Feb and for the 28th Feb to be charged on a standard tariff. It's no different to car tax/insurance/MoT.

You're tariff is up to and including the last date on the contract.
So if the date is 16th March, you'll be on those tariff rates until 23:59 on the 16th March.0 -
Just to add, if you switch today you can stay on your existing tariff rates until your switch has completed

From the final bill it appears to be including the day mentioned in the tariff end date.
