I had a new meter fitted with rate 1 and rate 4 day and night the problem is that the rate 4 is coming on during the day as well as over night is that right.

    I once stayed in a property with Scottish power's  comfort plus metering. With them there was 2 prices heat and normal, heat wasn't just economy 7, but included day time use of some panel heaters(plus shower and hot water) no matter the time. Could it be you're on a similar setup ?
