Parking ticket and CCJ sent to an old address

I have the following situation. In 2017 I have moved to a new place and changed my address at DVLA only on the driving license. The car was still registered at the old address as I truly wasn't aware that I had to do that. I was thought that if I change my driving license the job is done. I am living in the UK only for 5 years so these things are a bit new to me.

Anyway, in October 2018 I got a two parking ticket from the same company and both have been sent to the old address where the car was registered. As a result of that, I got a CCJ for almost 300£. Because I had no access to the old address (flat from the agency) I have spotted that only a few days ago doing a credit check.

I have of course paid immediately the 300£ to the creditor, however, I've missed a chance to sort this within 28 days after CCJ date and it looks like this will stay in my records for the next 6 years. However, I feel this is an extremely unfair situation I end up in.

Considering the fact that I wasn't aware of any parking tickets as it was sent to the old address including a letter from the CC, and I had no possibility to defend myself or act quickly to prevent CCJ. And of course, avoiding to pay was never my intention, do you think this is enough to have this CCJ set aside?

My issue is that this affects my credit score a lot, and even if it will be set to paid/satisfied it will still appear in my credit history and affect credit score.

    This seems to be a common issue a late.  I have also been informed that I have a CCJ served November 2019 for a parking ticket.  This has just come to light from a credit search for a mortgage.  However it was apparently from May 2019 for a car I sold had sold and furthermore, it was sent to my old address where I have not lived since March 2019 (over a year ago).  Even though my driving licence and log books were updated and reissued by the DVLA, they continued to the extent of serving me with the CCJ.  I cannot nor do not understand how this is legal.  Surely they should at each stage clarify with the DVLA of any changes of address etc.  I have been sent on a wild goose chase to now pay £256 plus £255 to appeal, for a debt that isnt mine as I had sold my car and they sent letters etc to my old address.  I dont even have any relevant references to complete online appeal forms.  It is utter madness and extremely unprofessional. Why should I have a CCJ on my account when I knew nothing about the incident nor had the car.
