Credit card conundrum

Hi guys,
I’ve recently done a large refurb on my property and when money ran out I used cc to finish off, with the intention of paying them off asap. Fast forward 12 months and I’ve got 38k spread over 3 cards, but I am now in a position to pay off half the debt. What I would like to do is pay off one complete card and then transfer the outstanding balance around the 3 cards on to 0%, but looking at things tonight I don’t appear to have any offers available on the cards. Now I don’t know if this is because I’m near my max on the cards and therefore there isn’t much balance left to do that or just because they won’t offer it me. What I don’t want to do is pay off half and then not benefit from any offers.

I don’t want to call the cc companies and ask in case it sets off alarm bells. The cc companies are virgin, Barclaycard and Halifax.
