Tax isn't deducted from PPI refunds, just the statutory interest/compensation paid alongside the PPI refund.
If your total taxable income, including the statutory interest/compensation is less than £17,250 (possibly more) in the current tax year then you should be able to claim all the tax deducted back by completing form R40.1
