Who do I send a letter to?

Hi all
I have read the newbie section but I am still unsure who to send a letter to. The examples I have read are for car parks for visiting Co-op or Welcome Break, etc and the advice is to write to a representative of the company. The PCN we have received is for a little street in front of a row of shops with about 6 parking spaces on it.
The incident occurred when my wife was picking up our teenage daughter from a sports team Christmas meal at a restaurant in December. They were running late and my wife was waiting outside for 40 minutes - didn't get out once. It was dark and she didn't realise there were notices as it was an area we were not familiar with. We have since seen them on google maps street view. This is a little sub(?) street that is separated from the main road by a little pavement.
The PCN is from Civil Enforcement and it has been passed to ZZPS debt collectors. This all happened during a time when my father was ill and unfortunately passed away over Christmas and so these letters were the lowest of our priorities at the time. Now we have the debt collector letter I have been trying to look into what to do.
As said at the beginning, given the lack of one main company the car park is used for I am unsure which letter to use and to whom I should send it. Apologies if this has been covered elsewhere... I did try to find something but kept coming back to ignore the debt collector letter, but I feel I have missed a step.
Any help is sincerely appreciated.

Steps have been missed , so you or whoever is in ignore mode until court papers arrive
Whose name are the letters in ? Yours , a relative ? Who ??1 -
The letters are addressed to my wife.
To clarify, are you saying we ignore everything until we receive court papers?0 -
yes , but in the meantime ask local counsil who owns land / non domestic rate payer , this will hopefully give you lead to person that hired them , then you can ask them to get it cancelled as you were also using premices2
