District heating billing

We live in a new build apartment where planning requirements mean we have to district heating. The issue is the ongoing cost of the system. In my view we are a hostage to fortune to the company Evinox as they installed the system. Each apartment now has to pay £90 per year to receive quarterly billing and this is before actual usage. The managing agent would have to pay £5k per annum to just access the data as a license fee. To service the equipment in each department the company wants £200 per annum for a 2 yr fixed deal contract . Whilst all these councils are pushing for district heating systems for apartment blocks, the actual ongoing costs for residents are substantial which of course developers don't highlight when purchasing. It would be cheaper to have a standard boiler. Have other forum users experienced this and anyone found cheaper alternatives by changing companies from the initial installers?

District heating schemes are common in Germany and the cost to residents is reasonable, but this is the UK and the plant installers will keep squeezing the lemon till the tree diesThere are some rules that protect residents - Have a look on the Ofgem websiteIf you own your flat I'm afraid you stuck, if renting best advice is to sit out your lease period and then move out0
