As far as I know a business / charity / whatever cannot opt out of being reviewed on Google. Yes, you can "claim" the business by satisfying Google you are the owner / director etc. You can then respond to individual reviews to put your side of the story. There is no ongoing dialogue allowed once the owner has responded, although I think the reviewer can still edit or add to their original review.
On another site that allows reviews of businesses etc., you can opt out and all reviews both good and bad are removed from view. Apparently though they are kept and would be reinstated should the business later opt back in.0
