Holiday cancellation by owner

I recently booked a villa for a family holiday in France via Homeaway. I was contacted the following day by the owner to request I cancel the holiday as it was already booked on another site. Unfortunately the deposit had already been taken from my credit card account . I was assured I would be repayed fully - the company on their website advertises 100% cash back guarantee for cancellation within a set time.
I have been payed the majority of the money back however I am having ongoing issues receiving the amount charged for the currency exchange rate as I live in UK and paid in English pound.

Despite numerous emails between myself, the owner and Homeaway I still have not received the full amount back as others parties are saying it is the other parties responsibility to pay this? Can anyone advise who I can contact for further advice to reclaim the money.

If the removed funds and returned funds were done in fairly quick succession, you could possible try talking to your bank or credit card provider, explain the situation briefly and see if they would consider cancelling and refunding the bank Fx exchange fees. They are under no obligation to do so but if asked politely they may consider as a gesture of goodwill.
If they don’t offer this option, perhaps try to see if the villa owner will make an additional ex-grata type payment to cover your loss.
Failing the above I think it might just be something you may have to mark down as a life-experience.0
