I am currently in process of claiming PPI refund for my deceased mother. Can I claim any tax back?

If the complaint is upheld and tax is deducted from the statutory interest, you can reclaim it. However, you may then need to pay inheritance tax on it as it forms part of her estate.0

No, you won't be able to claim the tax back. As it is income received in the period after death the 20% tax deducted is correct.1
