I do not watch TV

My 55 Inch 4K TV is used as a computer monitor only. There are no Ariel or Satellite dish connected to it.

I do not watch live television ever

I do photography and video editing mostly on the Computer.

I do occasionally watch video from Amazon and YouTube. 

Do I need a television licence for this setup?

    As long as you're not watching broadcasts on Amazon video or YouTube such as live news or sports, you don't need a TV licence.

    Based on your information, no, you don't. Don't use iPlayer - using that now needs a Licence.

    But how can any authority tell if he is or isnt using it to watch tv? How do you police it?
    I was always told if you have a television which is capable of receiving tv broadcast you need a licence. I haven't heard its changed.

    But how can any authority tell if he is or isnt using it to watch tv? How do you police it?
    I was always told if you have a television which is capable of receiving tv broadcast you need a licence. I haven't heard its changed. 
    Much more difficult to police these days. In the past you could be prosecuted if your tv was connected to an aerial, satellite dish or cable tv system. With the age of the internet anyone with almost any device is capable of receiving a tv broadcast at the touch of a button but it doesn't necessarily follow that they need a tv licence.

    I have, just recently, made the declaration stating I do not need a licence, so will await a visit.

    From what you say no.
    Don't forget you must not use BBC I Player or record any shows while they are broadcast the same time.

    The Information Comissioner said that TV Licensing doesn't need to disclose this information as doing so could impede the deterrent effect.
