Consumer rights - people per hour

Hope somebody can help!
I don’t know who to turn too and complain about the freelance platform, people per hour? That one of their freelancers has breached a contract and hasn’t supplied the work.
people per hour aren’t helping!
Is there a body for consumers rights for these types of platforms and companies? 

Heres the story...
I used for the first time freelance platform people per hour to rework and redesign my CV for a job vacancy that had come up as I wanted to be a strong candidate. So I decided to use people per hour as they was top ranked freelancers with CV redesign experience with five star ratings.
After some investigation I settled on a  Person that was ranked at the top and after looking at all his five star reviews decided to contact him before making payment for a package to rework my CV. At first he said he was too busy but then asked me to send through my portfolio and current CV. He said my portfolio looked great and he would take on the work and asked me to pay. Once I did he said he would start the following morning. The timeframe for completion was 48 hours. 
I contacted him on Monday to have an update to know when my CV would be ready to no answer then the Tuesday I contacted again to no answer. I was actually worried something had happened to him so I decided to send him another message from my partners account and low and behold he answered. 
So I sent him another message to say how his conduct wasn’t right, for one not carrying out the work and two not letting me know or acknowledging me. So I complained to people per hour but they just agreed the freelancer had acted in this way and said I should just press the refund button and to have a good day!
I couldn’t believe it as they was no follow up procedure that meant the freelancer was penalised for the breach of contract or behaviour. Then the I’ve been left in this position of not having the CV for the job application that has now expired! 
I can’t leave a bad review as he hadn’t finished the job which means other people are unaware of his conduct and thinks he’s great with five star reviews. This is another part which is weird as I then went to look at all the different candidates selling CV packages which all pretty much had five star reviews which seemed strange and to be in conflict with the review website which I found called  Trust Rated which had lots of complaints. So I feel that not only was a contract broken that the people per hour platform are not playing fairly towards the buyer and protecting them from these freelancers. 
I want to complain and see action that these companies and people are held responsible for there service and behaviour in someway. I’ve taken pictures of all the transcripts as evidence and have yet not asked for a refund.

    Someone didn't reply to a message, there's no recourse. Just take your refund and move on.

    Though you say they were ' top ranked', it appears mainly by themselves? You should always check out reviews before you decide to buy a service. There say they operate on ' trust' , so read ' unregulated'. They do say " Freelancers' rankings will be penalised for late delivery." Have you discussed whether this is true? We seem to live in a world where people are so easily fooled by a fancy looking website.

    Right direction to do what ??
    ( So I feel that not only was a contract broken
    Small claims court though they want evidence not feelings   , See terms and conditions of supplier .

    (that the people per hour platform are not playing fairly towards the buyer and protecting them from these freelancers. )
    Again take legal action .

    Where are they even based? America? Somewhere in the either?
    I would be worried about any ongoing costs. When you see things like "Premium Programme rewards"

    Take refund move on. There is nothing you can really do other than avoid anything like this on the internet.

    Take the refund and move on. Not worth wasting your time over.

    Well at least you didn't end up wasting money on a CV writing service. I don't see why you can't just write your CV yourself because nobody is going to know you better than yourself so how could they possibly do a better job. Also the employer will be using the CV to judge you so they will be expecting it to be something you have created yourself and not paid someone to do.

    Some people may not be able to articulate themselves well while writing, so a good professional CV writer, as long as he undertands the business and skillsets of his client, could be of help.

    And there lies the crux of the matter.
    When signing up for a service using a third party freelance website such as that used by the OP, you have no way of knowing how good or reliable the person employed to do the CV production actually is.
