Static CCTV - who controls them?

Hi,
I was wondering if anyone knew:
It was mainly councils in charge of static CCTV at junctions?
Do the police issue NIPs from these CCTV or is it council fines?
Is it likely to result in a fine if out of the hours it’s stipulated that they man certain cameras or is it a 24/7 thing?
Hopefully someone will be able to answer without judgment. Thanks.

Are we talking prohibited left/right turn, boxed junction infringement or similar? Then assuming the CCTV cameras are for enforcement and not just traffic management then it will be the council who'll write to you.
If you are on about potentially jumping a red light then that will be down to the police/local camera partnership.1 -
I got a fine from TFL for £130 (£65 discount) because I stopped in a parking bay for 3 minutes at 11.57pm. I'll admit I misread the sign which said in very small letters at the top
No stopping
Then in large letters underneath:
Loading only 7am to 7PM.
And I mistakenly thought it was fine outside of those hours because I missed the small print at the top.
The fine came from TFL.
I bet they man the cameras 24/7 because it probably makes them a ton of money.

Well, potentially - but the picture was from an angle where things were quite obscured. And the letter referenced an "operator number". It wasn't your standard ANPR that just looks exactly at the parking bay.0

Local authorities are cash-strapped. They are cutting services left, right and centre to try to meet their statutory obligations. They are capped by law in how much they can raise council tax. If they raise business rates, businesses close.
I'm perfectly happy with them raising as much revenue as they can through other sources, especially when they're this voluntary on the part of the person paying.

I would take it that any space that said Loading from X to X was a no parking space at any other time unless you were unloading between the 2 times.Life in the slow lane0
