Car Insurance have written off my car.. advice please?

Hi All,
I was in a car accident on February 20th which involved a lorry cutting across into my lane on a motorway and as a result I was forced to swerve (so my car didnt go under the trailer) and hit traffic cones and the barrier which was in situ due to road works on the hard shoulder. The lorry drove off and I remained wedged on cones and had to be rescued by the highways agency and thankfully I have everything on dashcam which I have submitted to my insurer.
My insurer has declared my car an insurance write off and at present has not said if the lorry drivers insurer has accepted responsibility. My insurer is pressuring my to accept an offer for my car and I am reluctant to move forward until the third party accepts liability. My insurer told me today that they need to pay me for my vehicle before the third parties insurer can accept liability. I am very confused as surely acceptance of liability is something which happens regardless of the costs involved.
Can anyone give me any advice on what my next steps should be?

You are correct that the liability and the value of the claim are not directly related, but you're also unlikely to improve on the offer for your vehicle just because the third party does or doesn't accept liability. Why are you delaying acceptance?0
