Civil Enforcement Limited - Letter Before Action

Hi, hoping someone can point me in the right direction.
I have received a Letter Before Action from CEL, which details a parking fine from Dec 2018 which I appealed and promptly lost - the car park I parked on was part of a local council hub where I was placed as a student to work for the day in question. After ignoring further correspondence (maybe a naive error) they have now issued a very vague LBC which gives details of the original fine, is not signed and has random additional pages asking if I need debt advice and asking me to fill in some questions about agreeing to owning the debt???
They have given me 30 days to respond. I have emailed the manager of the hub to see if they have had any experience of the parking firm, and now Im at a standstill as to what to do next?? 
Any help would be much appreciated!!!

    Read the Newbies FAQ sticky thread near the top of the forum would be a good start , especially the second post

    Email a SAR to the DPO at CEL attaching a copy of the V5C as proof of I D under the GDPR , to get all your data

    Prepare for a court claim pack from the CCBC in Northampton

    Not sure why you are at a standstill, when you are just describing a normal LBC with enclosures that you DON'T use.  Action to take is explained in the second post of the NEWBIES thread already.

  • Thanks,  I have emailed an SAR and also contacted the manager at the hub where I was parked.  Is there anything else I could be doing in the meantime, while waiting on a reply from CEL?? Are these sort of claims likely to go to court??

    Nine times out of ten these tickets are scams, so consider complaining to your MP, it can cause the scammer extra costs and work, and has been known to get the charge cancelled.

    Parliament is well aware of the MO of these private parking companies, many of whom are former clampers, and on 15th March 2019 a Bill was enacted to curb the excesses of these shysters. Codes of Practice are being drawn up, an independent appeals service will be set up, and access to the DVLA's date base more rigorously policed, persistent offenders denied access to the DVLA database and unable to operate.

    Hopefully life will become impossible for the worst of these scammers, but until this is done you should still complain to your MP, citing the new legislation.

    Just as the clampers were finally closed down, so hopefully will many of these Private Parking Companies.

    A claim WILL arrive, but CEL are likely to discontinue before a hearing (or lose, if it goes ahead!).

  • Many thanks for all your help, I have also contacted my local MP and the manager from the local hub where I was parked is going to contact CEL also - I will update when I hear anything.
