My parked car keeps getting scratched by passing traffic

    Exactly. Because there isn't space for the road to function as normal. Normal allows traffic to pass in both directions unfettered by oncoming traffic. With the OP's car parked there, they are causing an obstruction, in that they are preventing that normal flow.

    An obstruction does not have to be a total obstruction to be an obstruction.

    I am surprised that some people on this thread seem to pontificate about the Highway Code when it is VERY normal for parked cars to reduce the width of the street. How can people not know this unless they live out in the sticks?
