Exactly. Because there isn't space for the road to function as normal. Normal allows traffic to pass in both directions unfettered by oncoming traffic. There are countess roads where traffic has to slow or stop because of parked cars and oncoming traffic, on many roads its normal to have to do this. The road is obstructed if vehicles cannot pass, not if they are slightly delayed.AdrianC said:

I am surprised that some people on this thread seem to pontificate about the Highway Code when it is VERY normal for parked cars to reduce the width of the street. How can people not know this unless they live out in the sticks?
